Personally I'm hoping these are assets for Season 6.5 or 7 rather than Z-Store or lockbox ships. We know the Tholians have mucked around with time travel before in an effort to gain a technological edge and that kind of thing tends to attract attention...
The only Wells-class we know of was a 29th century vessel (VOY: Relativity). Even if it was a hundred year old antique, the implication is that the keel won't be laid for another 300-odd years...
As things turn out it wasn't the only thing that leaked. Looks like the Klingons are getting a counterpart vessel:

From what I heared the shipskin/-model is also available in the foundry.
Let's see if it will be a playable ship (my guess) or a NPC ship.

I wouldn't be surprised if they scraped a season entry for the Wells-Class and just though it in the store. Would be awesome though if it has something to do with full on, in-game time travel...lol

well the Vesta will most likely be a C-store ship, as for the 2 time ships, my opinion is that they will be NPC ships for some new missions, Cryptic I believe has hinted that the Tholians were messing around with time travel. After the new missions come out I can see Cryptic coming up with some stupid excuse to put these ships in the C-store or Lock boxes, probably something like the Jem'hadar ships where they will say time vortexes have been detected all around the quadrant and these ships have been appearing in random locations :/ So we'll just have to wait and see.
As for continuity.... Star Trek has never been very good at it. I have seen Exo-comps in the NX-01 Enterprise, and also when Capt Archer is brought aboard the Enterprise-J when he looks out the window you can see a Prometheus class, Nova class, Vorcha class, and even (not entirely sure) the fake Federation ship from Voyager that first introduced the Quantum Slipstream drive.
