FD Officers changes

It's a bit strange as I'm a bit concerned by this announcement but as FD liaison and thanks to my new position, I'll try to keep the whole fleet informed of FD changes and translate important announcement here.
So hereby is a translation of recent announcement made by our dear CO :

I am pleased to announce promotion, thanks to their investment in our fleet, of Aktarys as Director of Tactical Department replacing Kai-dan and Diabolo as Director of Scientific Department replacing Cyluss.

Congratulations to them both.
